Transoil is a member of the following industrial associations and professional communities:

NON-PROFIT PARTNERSHIP "THE COUNCIL OF RAILWAY ROLLING STOCK SERVICE MARKET MEMBERS" 

The non-Profit Partnership “The Council of Railway Rolling Stock Service Market Members” was registered on July 15, 2009. The overall objective of the Partnership is the establishment of an authoritative body to promote meaningful discussion between the rolling stock operators, Russian Railways Joint Stock Company and the regulators.

In spite of the the Partnership’s short existence, it already occupies an prominent position in the protection of rolling stock operators. It has formed joint working groups with Russian Railways to develop the Empties Driving Regulations, the Local Freight Railway Carriers' Concept, amendments to the Federal Law On Railway Transportation in the Russian Federation, amendments to the Russian Federation Railway Charter etc. It takes an active role in the formalisation of the legal status of the Railway Rolling Stock Operator.

In the long term, the Partnership aims to become the basis for a self-regulated operators' organisation registered with public authorities. Having received the status of a self-regulated organisation, the Partnership will become a public entity.

As of today, the members of the Partneship comprise 16 corporate operators:

LLC Transoil, JSC Freight One, CJSC SIBUR-Trans, LLC Independent Transport Company, JSC TransContainer, JSC Far Eastern Transport Group, Novaya perevozochnaya kompaniya JSC, LLC Firm Transgarant, LLC MMK-Trans, LLC TEK Evrotrans, JSC TC Novotrans, LLC Vostoktranscompany, LLC Dalneftetrans, LLC SibUgleMetTrans, CJSC 3P, LLC Metalloinvesttrans. Together they operate 395,000 units of railway rolling stock.

On 28 January 2010, the operator of the Presidium of Non-Profit Partnership “The Council of Railway Rolling Stock Service Market Members” admitted the Freight One Joint Stock Company. Since then, the Partnership has started preparation of documents to be registered as a self-regulated organisation.

The major focus of the Partnership's activity is improvement of the regulatory and legal framework of cargo transportation, formation of a new technology for the control over transportation in the environment of the reform of the railway industry with due account of all market participants' interests. The Partnership is a mouthpiece for interaction with the Russian Railways Joint Stock Company, the RF Ministry of Transport, RF Federal Tariff Service and other governmental structures dedicated to further improvement and development of the RF railway transportation.

FEDERAL ANTIMONOPOLY SERVICE RUSSIA'S EXPERT COUNCIL FOR RAILWAY TRANSPORT

The Federal Antimonopoly Service Russia's Expert Council for Railway Transport, hereinafter referred to as the Expert Council, has been formed to consider development of the antimonopoly legislation in railway transportation and preparation of proposals on antimonopoly rail traffic regulation.

The Federal Antimonopoly Service Russia's Expert Council for Railway Transport, (“Expert Council”), has been formed to consider development of the antimonopoly legislation in railway transportation and for preparation of proposals on antimonopoly rail traffic regulation.
 

The Expert Council acts under the Constitution of the Russian Federation, federal laws, decrees and orders issued by the President of the Russian Federation, decisions and orders issued by  the Russian Federation Government, decisions and orders issued by the Federal Antimonopoly Service, as well as the present Regulation. The Expert Council is a an advisory and deliberative body of the Federal Antimonopoly Service. Its decisions are advisory in nature.
 

The Expert Council's major tasks are:

  • Development and examination of regulatory legal draft acts on development of competition in railway transportation.
  • Analysis of competitive environment and elaboration of proposals on development of competition in railway transportation.
  • Analysis of implementation of laws and other normative legal acts regulating relationships in antimonopoly regulation of railway transport.
  • Analysis of conformity of regulatory legal acts and actions of federal enforcement authorities, authorities of the Russian Federation subjects and local governments, to the antimonopoly legislation.
  • Elaboration of recommendations on the coordination of actions of the federal antimonopoly body and the federal enforcement authorities regulating railway transportation.
  • Preparation of methodological, analytical and information materials concerning antimonopoly regulation in railway transportation.

The Expert Council is comprised of personnel from the Federal Antimonopoly Service, representatives of federal enforcement authorities, research organisations, and representatives of associations and unions of economic subjects functioning in railway transportation, as well as independent experts.

The Expert Council is headed by the Chairman, represented by the Deputy Head of the Federal Antimonopoly Service. Members of the Expert Council are appointed for one year. The Chairman of the Expert Council is personally responsible for performance of the tasks entrusted to the Expert Council. The number of members of the Expert Council is not fixed. Sessions of the Expert Council are presided by the Chairman. The Chairman’s responsibilties include: decisions on holding the session of the Expert Council, determining the time and the place of its sessions as well as approving the agenda of the session of the Expert Council, signing Minutes and decisions of the Expert Council.

Agendas of sessions of the Expert Council are decided  by the Chairman on the basis of proposals presented by the members of the Expert Council. Members of the Expert Council have the right to make proposals on the inclusion of additional items into the agenda of the session directly after the session of the Expert Council has been opened. A decision on inclusion of additional items into the agenda of the session is made by voting.

ST. PETERSBURG GOVERNMENT COMMITTEE ON TRANSPORT AND TRANSIT POLICY

The Committee on Transport and Transit Policy is an executive body of St. Petersburg Government that pursues the state policy in the sphere of the St. Petersburg transportation sector, as well as co-ordinating the activity of other executive bodies of the St. Petersburg Government and interacts with the St. Petersburg organisations in this sphere.

The St. Petersburg transport sector includes civil aviation, sea, water and railway transport (except for suburban civil passenger traffic), cargo motor transport, international passenger motor transport, as well as legal bodies and individual business people engaged in the following activity in the area of inter-regional, export-import and transit operations:

  • Freight and forwarding activities.
  • Works/services of logistics and terminal warehousing, works/services connected with passenger care, freight handling and transport facilities.
  • Scientific research, informational support and staff training.
  • Other works carried out by the organisations forming the transportation complex.
